libcsv-dev software package provides CSV parser and writer library - development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcsv-dev
libcsv-dev is installed in your system.
Make ensure the libcsv-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcsv-dev *
You will get with libcsv-dev package name, version, architecture and description in a table
